About Dr. Abullmonem Al Kharusi

Introduction to Dr. Abdulmoneim bin Ali Al Kharousi (May God rest his soul):

Dr. Abdulmouneim bin Ali Al Kharousi was known for his contributions to the advancement of higher education, research, and information technology in the Sultanate of Oman.

His valuable contributions and achievements in project development, creative initiatives, and ideas were appreciated by many who knew him. He was always keen to unify the efforts and build an educational and research consortium by involving all universities and colleges within a high-quality and efficient research network. In addition, enhancing and improving the network unified applications provided to all members.
He also worked to support national projects, including Oman Virtual Library ( Masader) by creating a strategic partnership with the Oman Telecommunications Company (Omantel), which provided financial support to Masader.

He worked also to harness all efforts and capabilities to find the best ways of collaboration and solidarity to achieve the vision of the country. With his creative and distinguished ideas, the late participated in unifying the efforts of universities, colleges, and research institutions by creating common platforms and services that serve these institutions and encourage and enhance collaboration between them.

He also worked to link the Sultanate with the global research and education community by building relationships and finding ways of collaboration and exchanging experiences with the largest global and regional networks. He always worked to bring views closer and build human relations based on peace, love, and appreciation and considered it the basis of collaboration in all fields.

On the anniversary of the departure of Dr. Abdul Moneim Al Kharusi, may God have mercy on him, Oman research and education community still remembers his achievements, contributions, and ideas, as well OMREN team that worked under his leadership and benefited from his experiences is working to realize all the ideas and projects that Dr. Abdul Moneim Al Kharusi hoped to achieve in the service of the country and the citizen. We ask God to have mercy on him

His Academic qualifications:

[2008 – 2013] PhD in Information Systems from University of Petra, Malaysia
[2000 – 1999] MSc in Software Systems Technology from Sheffield University, UK
[1993 – 1988] BA in Mathematics and Computer from Sultan Qaboos University

Dr. Abdel Moneim graduated from Sultan Qaboos University and outstanding international universities. He worked in several positions at Sultan Qaboos University since 1993, then joined the private sector and held several positions in well-known companies such as Petroleum Development Oman and Gulf Computers Company before joining the University of Nizwa as Director of the Information Systems Center and then admission and registration dean. Finally, the late Dr. Abdul-Moneim Al-Kharousi joined the Research Council to be a director of Oman Research and Education Network in 2015 and he achieved important successes and achievements, including:

OMREN Director / 2015 – 2021

Achievements during the period:-

He founds OMREN project after it was suspended by the Tender Board due to the lack of the allocated budget of 11 million OMR
Established a strategic partnership with the private sector (Oman Telecommunications Company and ODP) for the benefit of more than 100,000 students and researchers in the higher education and research sector with international connections
Creates a strategic partnership with the private sector to fund the Virtual Scientific Library project (Masader) and Oman Digital Repository project (Shuaa) to start after they stopped
He signed a memorandum of understanding with the American Global Research and Education Network (Internet 2 ) and with the European National Research and Education Networks (GEANT) for the Sultanate’s participation in these important networks
He worked to get most of the major universities in the Sultanate to enter as members of OMREN, such as Sultan Qaboos University, Nizwa University, Dhofar, Sharqiya, GUtech, and others, and to create an alliance to enrich education and research in the Sultanate
He represented the Sultanate in international conferences and presented the developments updates of the Omani network, which get a great admiration for Oman
He prepared The functional requirements document for the unified educational system with a team from the University of technology and Applied science and Sultan Qaboos University, and worked on the first phase of the project implementation
He worked on the implementation of the Oman digital repository (Shuaa) after convincing the relevant institutions to collect the Omani intellectual production in a unified digital repository and make it available to all the society

Dean of Admission and Registration, Head of Information Systems at the University of Nizwa / October 2013 – August 2015

His achievements during this period:-

He re-organized the admissions and registration processes to make them easier and faster, and he restructured and developed the team which made a huge success
Participated in the preparation of the university’s strategic plans and the academic accreditation documents
He actively participated in the executive and academic councils, the Research Council, and committees emanating from them

Director of the Information Systems Center at the University of Nizwa / January 2005 – September 2013

His achievements during this period:-

Building the infrastructure of information and communication systems from the ground up and at high levels. The result was the achievement of the university’s goals of using the technologies as possible for the educational and administrative process during the first five years of the university’s life. Many awards and community praises were obtained.
He supervised the implementation of applying the educational system and the resource management system at the university, and it became a reference for a group of educational institutions, which implemented the system shortly after the university.
He actively participated in the preparation of the national research strategy of Oman in the ICT sector.
He taught a PhD in the field of information systems and other academic courses at the university.
Building a distinguished and qualified team to support the university, academics, and students, and provide technical advice to the government and private sector within community participation.

Client Manager, Systems Administrator – Gulf Computers Company/ May 2001 – December 2004

His achievements during this period:-

Oversaw large systems in the Petroleum Development Oman, and the company obtained a contract extension as a result of work proficiency
He submitted proposals for Ministry of Finance and Royal Oman Police for large computer systems that benefited both parties and contributed to achieving the company’s goals
Provide advice to the Civil Status Project and other government sectors
Participated in the Omanisation committee in the information technology sector as vice-chairman of the committee for one period.

Several positions at Sultan Qaboos University, the last was a Head of Systems Development / October 1993 – April 2001

His achievements during this period:-

Managing and supporting large mainframe computers within a western team
Selecting a group of qualified employees to support the Information Systems Center
Choosing the best solutions and equipment for computer laboratories and obtains multiple praises from the university administration
He supervised the implementation of the university’s automated administrative and financial system after comparing a wide range of solutions provided.
